The North American Standard Out-of-Service criteria is the pass-fail criteria for vehicle inspections. The purpose of the criteria is to identify critical violations and render the driver, vehicle and/or cargo out of service until the condition(s) or defect(s) can be corrected or fixed. These are also defined under the Code of Federal Regulations (CFR) Part 395.13.
The percent of state-level OOS violations are an indicator of which states have the highest levels of OOS violation, which could be a function of roadside enforcement severity and/or the roadworthiness of vehicles operating in that state.
